This Position: 

The Employee/Labor Relations Specialist is responsible for representing, advising, and negotiating on behalf of the client organization in all matters relating to employee and labor relations.

Skills and Abilities: 
  • Provide advice and assistance on disciplinary, adverse, and performance-based actions;
  • Respond to appeals and other third-party actions;
  • Process grievances;
  • Develop and implement internal guidance and provide regulatory and policy advice on workforce relations matters;
  • Provide support for negotiations and administration of collective bargaining agreements;
  • Represent the client in dealing with employee and third-party representatives;
  • Conduct labor-management negotiations;
  • Counsel employees and provide information on employee rights and obligations, as well as due process rights associated with disciplinary and adverse actions;
  • Research case law on Merit Systems Protection Board (MSPB), Federal Labor Relations Authority (FLRA), Equal Employment Opportunity Commission (EEOC), and Comptroller General Decisions.
Requirements: 
  • Minimum of  5 years performing employee/labor relations duties for a Federal Agency
  • Knowledge of Title 5 laws and regulations
  • Knowledge of Douglas Factors
  • Familiar with principles of progressive discipline
  • Strong written and verbal communication skills
  • Strong research and analytical ability
  • Bachelor’s degree in business, Human Resources or equivalent field, preferred
