Skills and Abilities: 
  • At least 5 years of performing employee relations duties for a Federal Agency;
  • Labor relations experience preferred;
  • Knowledge of Title 5 laws and regulations;
  • Knowledge of Douglas Factors;
  • Familiar with principles of progressive discipline;
  • Ability to research case law on Merit Systems Protection Board (MSPB), Federal Labor Relations Authority (FLRA), Equal Employment Opportunity Commission (EEOC), and Comptroller General decisions;
  • Ability to interpret policy and provide senior-level advisory service;
  • Draft disciplinary proposal letters (PIPS, reprimands, suspensions, demotions, and removal) citing charges and supporting justifications;
  • Perform investigations;
  • Handle employee misconduct and disciplinary actions, grievances, and other disputes;
  • EEO/Reasonable accommodation experience preferred; and
  • Experience with CyberFeds preferred.
