The Senior Data Analyst is responsible for identifying, collecting, analyzing data as well as performing data extracts, conducting analysis, briefing results to stakeholders, and generating reports using visual application and analytical software tools. The successful candidate will submit reports to management and develop data visualizations (Dashboards) of the changing data needs of the agency and come up with related solutions. In addition, the Senior Data Analyst will be responsible for analyzing service performance, economic, portfolio, and financial data.

Skills and Abilities: 
  • Conducts Analysis: Develops and delivers intensive analytical assignments using mathematical and statistical evaluations and best practices;
  • Applies methods development and assessment to provide a structured approach to problem solving and creates plans to organize and implement analytical studies related to agency’s Human Capital and other major Department-wide programs and program relationships as directed;
  • Provides Data Analysis of Enterprise-wide Departmental Data: Analyzes the intrinsic value of the available data, and collaborates across HCT’s business functions on how to fully share, integrate and leverage data for all associated human capital and mission support functions;
  • Conducts analysis of associated enterprise-wide data for the business functions affiliated with the authorities of the agency’s Chief Human Capital Officer (CHCO) and USCIS Chief Data Officer (CDO);
  • Uses advanced statistical and economic models and theories, along with automated data and graphic processing techniques, to explain and predict probable patterns involving asset and logistical costs, classifications and service performance;
  • Formulates studies, summaries, and substantive analysis utilizing source data collection systems to assess overall enterprise-level data quality;
  • Proficient in SQL (database language) to conduct back-end queries of systems to identify patterns, themes and trends to identify and substantiates reporting disparities regarding changes, trends, or circumstances not readily evident from the source data;
  • Performs Data Management and Data Stewardship: Applies and adapts new and improved approaches to the design, development, implementation of data mining, data warehousing, and related data storage and retrieval systems;
  • Develops guidelines for the application of data modeling practices to the development of data management applications; and diagnoses and resolves the most complex data management problems and issues;
  • Documents comprehensive systems-based methods and procedures to determine and measure the reliability, accuracy, fidelity, and validity of data;
  • Complies with agency in defining data standards and identifies methods to hold stakeholders accountable to meeting those standards;
  • Ensures relevant data is available, reliable, consistent, accessible, secure, and timely to support the agency’s mission and activities;
  • Coordinates Functional Requirements through the Systems Development Lifecycle: Works with program and policy owners to translate business processes into systems and data requirements;
  • Elicits requirements and case studies to design web-based applications;
  • Supports systems development teams’ business requirements throughout the development lifecycle;
  • Identifies integration opportunities across the applications and data sets within the agency’s data warehouses;
  • Develops Data-Driven Solutions: Supports change management strategies and executes them from the agency’s HQ’s level to align policy, processes, and data related to the HCT policy, program, and business functions.
  • Develops and Conducts Information Briefings: Prepares written and oral reports based on data analysis;
  • Presents and propagates statistical models across a variety of stakeholder groups;
  • Creates Reports in support of Internal and External Stakeholders: Identifies and analyzes internal (e.g., audit remediation reports) and external reporting requirements;
  • Compiles and prepares reports in the response to information requests from Congress, auditors, Departmental and Directorate leaderships, and other stakeholders;
  • Develops graphic representations of statistical data and various reports;
  • 10+ years of proven experience in data requirements gathering, data analysis, data organization, and data modeling for the design, creation, and maintenance of transactional and data warehouse databases. 5+ years of data analytics and visualization experience
  • 5+ years’ experience with a variety of modern data management tools. To include: Tableau, Microsoft Power BI, IBM Cognos Analytics, Amazon Web Services (AWS), Databricks, Snowflake, Oracle and SQL
  • Proficiency with Tableau
  • Experience with and/or working knowledge of Web services
  • Knowledge of Oracle HCM
  • Human Resources processes and data
  • Data analysis, research methods and ability to prepare analytic reports
  • Data visualization
  • Interpreting, presenting and explaining data
  • Bachelor’s Degree in Statistics, Computer Science, Business Analytics, Human Resources or equivalent experience is required.
